What is a CPSR?

A Cosmetic Product Safety Report (CPSR) is a mandatory
scientific document required before any cosmetic product can
be placed on the EU or UK market.

It is defined under Article 10 of EU Regulation (EC) No 1223/2009
and mirrored in the UK Cosmetics Regulation 2019.

Part A – Safety Info

Formulation, specs, microbiological quality,
stability, packaging, exposure data.

Part B – Assessor Sign-off

Safety conclusion signed by a qualified Safety
Assessor confirming product safety.

Without a complete CPSR, you cannot lawfully sell cosmetics in the EU or UK – and you cannot complete CPNP or SCPN notification. Marketplaces including Amazon, Shopify and Etsy will reject or remove listings, and customs can block shipments at the border.

The PIF (Product Information File) is the complete dossier of compliance documents you must keep for 10 years. The CPSR is one part of the PIF — specifically the safety assessment signed by a qualified Safety Assessor. You need both, and Euverify includes the full PIF in every CPSR order.

Only a qualified Safety Assessor — a person holding a university degree in pharmacy, toxicology, dermato-toxicology, medicine, or a similar discipline recognised by an EU Member State. Euverify’s CPSRs are prepared by qualified Safety Assessors and toxicologists.

Yes — the EU and UK now operate as separate regulatory regimes. However, the technical content of a CPSR is largely the same, so Euverify prepares a single CPSR that satisfies both regimes, and we handle both CPNP (EU) and SCPN (UK) notifications.

The first 50% covers our qualified team’s time on technical file verification, ingredient screening and feasibility assessment. Without payment, we cannot dedicate specialist hours to reviewing your files. This also protects you — if we identify a problem in your formulation or documentation, you receive a Gap Analysis Report before any CPSR work begins, so you’ll know exactly what needs to change.

You receive a written Gap Analysis Report listing every issue — missing documents, prohibited ingredients, formulation concerns or testing gaps. You can then either provide the missing files (and we proceed to CPSR preparation), or pause the order until you’ve resolved the issues. The first 50% covers our verification work and the Gap Analysis Report.

Under Article 10(2) of EU Regulation 1223/2009, an approved CPSR assessor must hold a university degree in pharmacy, toxicology, dermato-toxicology, medicine or a similar recognised discipline. There is no single ‘approved list’ — instead, the regulation defines the qualifications required. Euverify Safety Assessors meet these requirements for both UK and EU markets.

No. A CPSR is a written safety assessment, not a laboratory test. However, the CPSR draws on results from several laboratory tests including stability, microbiology, challenge testing and PAO. Euverify coordinates any required lab testing through accredited partner laboratories.

They are the same thing — ‘CPSR certification’ is a commonly used term for the process of having a Cosmetic Product Safety Report prepared and signed by a qualified Safety Assessor. There is no separate certificate issued by an authority; the signed CPSR itself is the legal proof of safety assessment.
