CPSR Certification for EU & UK Cosmetics

The PIF (Product Information File) is the complete dossier of compliance documents you must keep for 10 years. The CPSR is one part of the PIF — specifically the safety assessment signed by a qualified Safety Assessor. You need both, and Euverify includes the full PIF in every CPSR order.

Only a qualified Safety Assessor — a person holding a university degree in pharmacy, toxicology, dermato-toxicology, medicine, or a similar discipline recognised by an EU Member State. Euverify’s CPSRs are prepared by qualified Safety Assessors and toxicologists.

Yes — the EU and UK now operate as separate regulatory regimes. However, the technical content of a CPSR is largely the same, so Euverify prepares a single CPSR that satisfies both regimes, and we handle both CPNP (EU) and SCPN (UK) notifications.

The first 50% covers our qualified team’s time on technical file verification, ingredient screening and feasibility assessment. Without payment, we cannot dedicate specialist hours to reviewing your files. This also protects you — if we identify a problem in your formulation or documentation, you receive a Gap Analysis Report before any CPSR work begins, so you’ll know exactly what needs to change.

You receive a written Gap Analysis Report listing every issue — missing documents, prohibited ingredients, formulation concerns or testing gaps. You can then either provide the missing files (and we proceed to CPSR preparation), or pause the order until you’ve resolved the issues. The first 50% covers our verification work and the Gap Analysis Report.

Yes. Both the EU CPNP and the UK SCPN notifications are included in all our CPSR bundles. If you already have a valid CPSR and only need notification, our standalone service is £150 + VAT per product.

Yes. The Euverify subscription provides your EU and/or UK Responsible Person service, dashboard access, 10-year document storage and ongoing compliance support. Subscriptions start at £39/month or £390/year.

Yes. We work with accredited partner laboratories in the EU and UK and can coordinate stability, microbiological, preservative efficacy, PAO, heavy metals and CoA testing on your behalf.

Yes. Once you have a complete CPSR, PIF and CPNP/SCPN notification, your products are fully legal to list and sell on Amazon (EU & UK), Shopify, Etsy, eBay and all other marketplaces operating in the EU and UK.

Typically 2 to 4 weeks from order placement to a fully notified product. Technical verification takes 2–4 working days, CPSR preparation takes 3–11 working days, and CPNP/SCPN notification takes 1–2 working days. Fast-track service is available for urgent launches.

From Year 2, our Cosmetovigilance service (£29 + VAT per product per year) keeps your product compliant — monitoring ingredient ban changes, sending regulatory alerts, providing an annual compliance report and reviewing your CPNP/SCPN records. Year 1 is included free with every CPSR order.

Euverify CPSR pricing is flat-rate based on ingredient count: £250 + VAT for 1–9 ingredients, £370 + VAT for 10–29 ingredients, and £465 + VAT for 30+ ingredients. Every plan includes Part A and Part B, full PIF, label review and both EU CPNP and UK SCPN notification. CPNP/SCPN notification only (if you already have a valid CPSR) is £150 + VAT per product.

Under Article 10(2) of EU Regulation 1223/2009, an approved CPSR assessor must hold a university degree in pharmacy, toxicology, dermato-toxicology, medicine or a similar recognised discipline. There is no single ‘approved list’ — instead, the regulation defines the qualifications required. Euverify Safety Assessors meet these requirements for both UK and EU markets.

No. A CPSR is a written safety assessment, not a laboratory test. However, the CPSR draws on results from several laboratory tests including stability, microbiology, challenge testing and PAO. Euverify coordinates any required lab testing through accredited partner laboratories.

They are the same thing — ‘CPSR certification’ is a commonly used term for the process of having a Cosmetic Product Safety Report prepared and signed by a qualified Safety Assessor. There is no separate certificate issued by an authority; the signed CPSR itself is the legal proof of safety assessment.

Not always. If only the colourant or fragrance changes and the base formulation is identical, variants can usually be grouped under a single CPSR with a variant

addendum. Euverify charges £30 for 2 variants, £40 for 3, £50 for 4, £60 for 5 and £10 per additional variant of the same base.

A CPSR does not have a fixed expiry date, but it must be reviewed and updated whenever there is a material change to the product (formulation, packaging, claims, use pattern) or to the regulation (new ingredient bans, restrictions or SCCS opinions). Euverify’s Cosmetovigilance service tracks these changes and updates your CPSR as needed.
