What is a CPSR?
A Cosmetic Product Safety Report (CPSR) is a mandatory
scientific document required before any cosmetic product can
be placed on the EU or UK market.
It is defined under Article 10 of EU Regulation (EC) No 1223/2009
and mirrored in the UK Cosmetics Regulation 2019.

Every CPSR contains two parts.
Part A – Safety Info
Formulation, specs, microbiological quality,
stability, packaging, exposure data.
Part B – Assessor Sign-off
Safety conclusion signed by a qualified Safety
Assessor confirming product safety.
Without a complete CPSR, you cannot lawfully sell cosmetics in the EU or UK – and you cannot complete CPNP or SCPN notification. Marketplaces including Amazon, Shopify and Etsy will reject or remove listings, and customs can block shipments at the border.

CPSR certification costs in the UK and EU typically range from £180 to £700 per product,
depending on formulation complexity, number of ingredients and whether laboratory testing is

what’s the difference?
‘CPSR test’ is a common search term, but it can be misleading. The CPSR itself is not a laboratory test – it is a written safety assessment prepared by a qualified Safety Assessor. The confusion arises because the CPSR draws on results from several laboratory tests.

The PIF (Product Information File) is the complete dossier of compliance documents you must keep for 10 years. The CPSR is one part of the PIF — specifically the safety assessment signed by a qualified Safety Assessor. You need both, and Euverify includes the full PIF in every CPSR order.
