Label & Packaging Review
Ensure Your Cosmetic Labels Are Fully Compliant Before Printing
Why Cosmetic Label Compliance Matters
Your label is not just design – it’s a legal declaration.
Under the EU Cosmetics Regulation (EC) No. 1223/2009 and the UK Cosmetics Regulation 1223/2009, every cosmetic product must display specific information clearly and indelibly on its packaging.
Non-compliant labels can lead to:
- Product recalls or market bans
- Customs seizures at EU/UK borders
- Fines or trading suspensions from authorities
- Delisting from platforms like Amazon and Etsy
In short: Even if your product is safe, missing or inaccurate label information can make it illegal to sell in the EU or UK.
Key Information Required on Cosmetic Labels
The following elements are legally required on all cosmetic packaging sold in the EU and UK:
Product Name & Function
Clearly describe what the product does (e.g., “Moisturizing Cream” or “Cleansing Gel”).
Nominal Content (Net Quantity)
Displayed in grams (g) or millilitres (ml), excluding packaging weight.
Date of Minimum Durability / Period After Opening (PAO)
Use either:
- Best before end” (e.g., Best before end 12/2026), or
- The PAO symbol (open jar) with the time period (e.g., 12M).
Precautions for Use
Include safety instructions such as “Avoid contact with eyes” or “For external use only.”
Batch Number or Product Code
For traceability in case of complaints or recalls.
Responsible Person Details
Must include the name and address of the Responsible Person (EU and/or UK) -not just the brand or manufacturer.
Country of Origin
Required if the product is imported into the EU or UK from outside the region.
Nominal Function or Product Use Instructions
Especially if not obvious from the presentation.
Special Warnings for Certain Ingredients
For products with UV filters, colorants, or nanomaterials, additional label statements are often required.
List of Ingredients (INCI)
- Must use the INCI (International Nomenclature of Cosmetic Ingredients) naming convention.
- Listed in descending order of concentration (>1%) and then alphabetical order (<1%).
- Allergens must be declared if present above legal thresholds.
Who Must Submit the Notification?
If you sell your products in multiple EU countries, your label must include:
- Translations of mandatory information in the official language(s) of each destination country.
- Ingredient names (INCI) remain the same across all languages, but safety warnings and usage instructions must be translated.
Example: Selling in France and Germany?
→ Label must include French and German translations of instructions and warnings.
Common Labeling Mistakes to Avoid
- Missing Responsible Person address
- Using trade names instead of INCI names for ingredients
- Incorrect use of symbols (e.g., PAO or e-symbol)
- Listing ingredients in non-compliant order
- Unsubstantiated claims (e.g., “clinically proven,” “dermatologically tested”)
- Omitting country of origin
- Using font sizes below the minimum legibility standard (typically ≥1.2mm x-height)

Frequently Asked Questions
Do I need to include both EU and UK addresses?
Yes, if you sell in both regions. Each market requires its own Responsible Person address on the label.
Can I print one label for both EU and UK markets?
Yes, if both RP addresses are included and all language requirements are met.
Are QR codes accepted instead of full ingredient lists?
No. Ingredient lists must appear directly on the product packaging or an attached leaflet, not only via QR codes.
What font size is required for ingredients and warnings?
The minimum x-height should be 1.2mm (or 0.9mm for very small packaging).
Can Euverify help with label translation?
Yes. We collaborate with multilingual compliance translators to ensure accuracy for EU markets.
Do I need to list ingredients on products sold online?
Yes, the full INCI ingredient list must also appear on your website or product listing page (e.g., Amazon, Shopify, etc.).
Can I use “Made in EU” as the country of origin?
No. You must specify the actual manufacturing country (e.g., Made in Italy, Made in France).
