Before any cosmetic product can be placed on the EU or UK market, it must be notified to the official government portal:
- CPNP (Cosmetic Products Notification Portal) – European Union
- SCPN (Submit Cosmetic Product Notification) – United Kingdom
These portals are digital systems managed by regulatory authorities (the European Commission and the Office for Product Safety and Standards – OPSS) where Responsible Persons submit product details before sale.
In short: If your cosmetic product is not registered in CPNP or SCPN, it cannot legally be sold in the EU or UK.

Even though the process and data required are similar, both systems operate independently since Brexit. That means you must submit to both portals separately if you sell in both markets.

- PIF (Product Information File)
- CPSR (Cosmetic Product Safety Report)
- Product label and packaging images
- INCI list and formulation data
- Product photos and description
- Manufacturer and Responsible Person details
