Cosmetic Document Verification & CPNP Submission Policy
1. Scope of the £150 Fee
The £150 fee covers:
- Professional regulatory review of submitted cosmetic documentation
- Assessment of:
- CPSR (Part A & B)
- Product formulation
- Ingredient compliance
- Label and claims alignment
- PIF consistency
- Identification of regulatory gaps and non-compliances
This fee does not guarantee CPNP notification.
2. Non-Refundable Nature of the Fee
The verification fee is non-refundable, regardless of outcome.
This includes (but is not limited to) cases where:
- Documents are incorrect, incomplete, or inconsistent
- CPSR classification does not match product use
- Formulation contains restricted or prohibited substances
- Required supporting documents are missing
- The product is deemed non-compliant under EU law
- Notification cannot proceed due to regulatory reasons
The fee reflects the time, expertise, and resources used for verification.
3. CPSR Authenticity & Assessor Responsibility
Only CPSRs that are:
- Issued by a qualified cosmetic safety assessor
- Properly signed and dated
- Unaltered since issuance
will be accepted.
⚠️ Edited, modified, or client-altered CPSRs are strictly not accepted.
If a CPSR requires correction or reclassification, it must be:
- Re-issued by the original assessor, or
- Re-assessed by another qualified assessor
4. Iterations & Resubmissions
- Euverify may provide feedback on deficiencies
- Customers may resubmit corrected documents
- Review continues until compliance is achieved
- CPNP submission occurs only after full compliance
Repeated reviews do not change the non-refundable nature of the fee.
5. Responsibility of the Customer
It is the responsibility of the customer/manufacturer to ensure:
- Accuracy of all submitted documents
- Alignment between product, label, formulation, and CPSR
- Compliance with EU Cosmetic Regulation (EC) No 1223/2009
Euverify acts as a Responsible Person and verifier, not as the manufacturer or formulator.
6. Right to Refuse Notification
Euverify reserves the right to:
- Refuse CPNP notification
- Pause or reject submissions
where regulatory compliance cannot be established.
