PPWR Compliance for Selling Packaged Products in the EU
Every packaging unit sold in the EU now needs a compliance file under the Packaging & Packaging Waste Regulation (EU) 2025/40. Euverify generates your Declaration of Conformity, technical documentation and readiness report included with your plan, no expertise needed.

What is PPWR and how does it work?
From packaging record to signed DoC in one flow
Everything You Need for PPWR Compliance

Guided PPWR wizard (no expertise needed)
Answer simple questions. We handle the regulation.
Eight short steps cover your packaging type, materials, substances and declaration – in plain language, with a “?” explainer on every single field. Your company details are pre-filled from your Euverify account, so most packaging takes minutes, not days.
Live compliance checks that actually stop problems
Catch the PFAS ban before it catches you.
Since 12 August 2026, food-contact packaging with PFAS above the legal limits cannot be sold in the EU. Our rules engine checks every answer as you type — hard stops for illegal packaging, warnings for gaps, and a roadmap for the 2028/2030 deadlines. You cannot accidentally generate a false declaration.

EU Declaration of Conformity, generated
The exact Annex VIII document the law requires.
One click produces your packaging Declaration of Conformity with all eight mandatory fields, your manufacturer details, and your signature block – ready to show marketplaces, distributors and market-surveillance authorities. Downloadable in all 24 official EU languages, included.
Technical documentation you legally must own
The file no one else is allowed to write for you.
Under PPWR, even an Authorised Representative cannot draw up your technical documentation – the law puts it on you, the manufacturer. Euverify makes that genuinely doable: your answers build a complete Annex VII dossier, with your packaging photo, materials, substance evidence and test reports in one audit-ready file.

Readiness gap report
Know exactly where you stand — before authorities ask.
A red/amber/green report scores every PPWR requirement for your packaging: what passes, what needs attention, what is blocking, and what is coming in 2028–2030. Fix the gaps, watch the score climb.
Authorised Representative, storage & languages – included
Everything around the documents, handled.
Appoint Euverify as your PPWR Authorised Representative (Art 17) with one e-signed mandate – we hold your documents at the disposal of EU authorities and respond within the statutory 10 days. Document storage for the required 5–10 years, renewal reminders, and all 24 EU languages are included in your plan. No add-on fees.

What this covers (and what it doesn’t)
Euverify PPWR module does
- Guided conformity assessment for every packaging type (Module A self-declaration — no notified body needed)
- EU Declaration of Conformity (Annex VII) + technical documentation (Annex VII) + readiness gap report
- Live legal checks: heavy metal (100 mg/kg), PFAS food-contact limits, format-specific rules
- PPWR Authorised Representative mandate (Art 11) — document storage for 5–10 yrs, 24 EU languages included
It does not (and here’s what to do instead)
- EPR registration, producer registers, or eco-fees — that’s a separate national obligation. We tell you clearly where it starts, and it’s on our roadmap.
- Lab testing itself — we tell you exactly which evidence you need (e.g. PFAS reports for food-contact packaging) and help you brief an accredited lab
- The 2028 harmonised labelling artwork and 2030 recyclability grading — the deadlines are tracked in your gap report today; the tools ship before the deadlines
- Drawing up your technical documentation for you — no one can do that legally, not even an AR. That’s exactly why the wizard exists.
PPWR deadlines have already started.
The first obligations went live in August 2026. Everything you enter in Euverify today is tracked against every deadline that follows.

If your product has packaging, PPWR applies to you.
PPWR covers the packaging of every product sold in the EU regardless of what’s inside, and even if the product itself is already CE-marked or GPSR-compliant. That includes:
Already using Euverify for GPSR product safety? PPWR is already in your dashboard on every plan – each packaging type just counts toward your existing product limit, the same as any other product you cover.

Frequently Asked Questions
PPWR compliance is included on every Euverify plan — there’s no separate fee or add-on, whether you’re signing up for PPWR alone or already using Euverify for GPSR product safety. Each packaging type you register counts toward your plan’s product limit, the same way a regular product does (Starter, for example, includes up to 5 products or PPWR packaging units, combined). Need more room? Moving up a plan tier raises that combined limit.
PPWR — Regulation (EU) 2025/40 — is the EU law that replaced the old Packaging Directive. It applies to every unit of packaging placed on the EU market: sales packaging, grouped packaging, transport boxes, e-commerce mailers and more. Each packaging type needs a conformity assessment, an EU Declaration of Conformity and technical documentation
Anyone placing packaged products on the EU market: manufacturers, importers, private-label brands and online sellers. It applies to the packaging itself — even if the product inside is already CE-marked or GPSR-compliant.
The substance rules are already live: since 12 August 2026, food-contact packaging must meet strict PFAS limits, and all packaging must meet the heavy-metals cap. Labelling requirements follow on 12 August 2028, and recyclability, minimisation, recycled-content and empty-space rules apply from 1 January 2030.
Yes. PPWR requires a written EU Declaration of Conformity for each packaging type, drawn up by the manufacturer following the Annex VIII structure, kept for 5 years (single-use) or 10 years (reusable) together with technical documentation. Euverify generates both from a guided wizard.
PPWR conformity (what Euverify’s module covers) proves your packaging is legal to sell — substances, design, documentation. EPR (Extended Producer Responsibility) is a separate obligation to register as a producer and pay waste-management fees in each country you sell in. A DoC does not replace EPR registration; we flag this clearly inside the product.
From 12 August 2026, food-contact packaging may not be placed on the EU market if PFAS (“forever chemicals”, used for grease- and water-resistance) exceed 25 ppb (any targeted PFAS), 250 ppb (sum of targeted PFAS) or 50 ppm (total, incl. polymeric). You need lab evidence; Euverify’s wizard makes it a hard requirement for food-contact packaging so you can’t accidentally declare falsely.
Yes.
If you sell packaged products to EU customers, PPWR applies — and e-commerce packaging (the box you ship in) is explicitly its own category with extra rules, including empty-space limits from 2030.
No. PPWR conformity uses Module A — internal production control. You self-assess, self-document and self-declare. That’s exactly what the Euverify wizard walks you through.
A written Art 17 mandate appoints an EU-based representative to keep your DoC and technical documentation at the disposal of authorities and respond within 10 days. Note: by law, an AR cannot draw up your technical documentation — you create it (with our wizard), we hold and defend it.
You need one per packaging type, not per product or SKU. If ten products ship in the same style of box, that’s one packaging record. Different formats (a jar, its carton, the shipping box) are separate records.
From 1 January 2030: all packaging must be designed for recycling (graded under delegated acts), minimised in weight and volume, meet recycled-content targets for plastics, and grouped/transport/e-commerce packaging must stay under a 50% empty-space ratio. Euverify tracks all of these in your gap report today so 2030 is a non-event.
Nothing extra. The complete PPWR module — guided wizard, Declaration of Conformity, technical documentation, gap report, document storage and all 24 EU languages — is included free with Euverify plans. There are no per-packaging or per-document fees.
Market-surveillance authorities can demand documents (which must be provided within days), force corrective action, block imports, remove listings or fine you. Marketplaces increasingly ask for packaging compliance documents proactively.
