A product recall is a corrective action taken to retrieve a product that has already been placed on the market or supplied to consumers because it poses a safety risk. Under EU product safety legislation, including Regulation (EU) 2023/988 (GPSR), economic operators are required to initiate a recall where a product already in consumers’ hands presents a risk that cannot be addressed by other means.

Economic operators involved in a recall are commonly required to:

- Report the recall through the Safety Gate system where required
- Cooperate fully with market surveillance authorities throughout the process

These terms are related but distinct. A product withdrawal involves removing a product from the supply chain before it reaches consumers — for example, pulling stock from warehouses or retail listings. A product recall goes further, targeting products that have already been supplied to end users.
