What is Safety Gate (RAPEX)?
Safety Gate, formerly known as RAPEX (Rapid Alert System for dangerous non-food products), is the European Union’s rapid alert system for notifying member states and the European Commission about dangerous consumer products identified anywhere in the EU. It enables national Market Surveillance Authorities to share information quickly and coordinate responses to product safety risks across borders.

When a dangerous product is identified in one EU member state, Safety Gate ensures that all other member states are informed rapidly. This means a product flagged in one country can be acted upon across the entire EU market without delay.

Key Requirements
When Is Safety Gate Used?
A Safety Gate notification is submitted by a national Market Surveillance Authority when:
- A product poses a serious risk to consumer health or safety,
- Measures have been taken or are required to restrict or prevent the product’s availability on the market.
The system operates under:
- Regulation (EU) 2023/988 – General Product Safety Regulation (GPSR)
- Regulation (EU) 2019/1020 – Market Surveillance and Compliance of Products
Notifications are submitted by national authorities, not by businesses directly. However, economic operators may be required to provide information or take action following a notification.
Once a national authority submits a notification, the process typically involves:
- The alert being reviewed and validated by the European Commission
- Notification being distributed to all EU member states
- Relevant authorities in each member state assessing whether action is required in their market
- Required measures — such as recalls, withdrawals, or sales bans — being implemented at national level
- The notification being published publicly in the Safety Gate database
Safety Gate and Economic Operators
If a product linked to your business is notified through Safety Gate, the relevant Market Surveillance Authorities may contact the manufacturer, importer, or EU Authorised Representative to request documentation, provide information, or implement corrective actions.
Having an EU-established Authorised Representative or Responsible Person ensures that authorities have an accessible point of contact within the EU to manage communications and coordinate any required response promptly.
